Study #2 Napanee to Kingston

Highway 401 from 5 km west of County Road 41 / Centre Street to 8 km west of Kingston Road 38 (GWP 4016-21-00)

As illustrated, the project limits for Study #2 (GWP 4016-21-00) include Highway 401 from 5 km west of County Road 41 / Centre Street to 8 km west of Kingston Road 38 for a total length of approximately 29 km. Study #2 is located within the Town of Greater Napanee, the Township of Loyalist, and the County of Lennox and Addington.

Study #2 (GWP 4016-21-00) will address current and future transportation needs by developing a plan for the following:

  • Rehabilitation and / or replacement of 18 bridges and 3 culverts
  • Determine the long-term interchange configuration for the following 3 Highway 401 locations:
    1. County Road 41 Interchange
    2. Camden East Road (County Road 4) Interchange
    3. Wilton Road (County Road 6) Interchange
  • Establish the footprint for the interim six and ultimate eight lanes of Highway 401

UPDATE - As the Palace Road Interchange Technically Preferred Plan advances to Detail Design, advancement of the Napanee River Bridge (Site 17X-0062/B0) from the current Study #2 project is required due to its proximity to Palace Road and thus, has been added to the scope of work as a separate Class EA and Preliminary Design study (GWP 4040-20-00). NOTE:

  • Palace Road Interchange - The Ministry completed the Highway 401 Interchange Improvements at Palace Road Preliminary Design and Class Environmental Assessment Study (GWP 4197-13-00) in 2019. The current undertaking will review the recommendations from the above noted previous Preliminary Design and Class EA Study as documented in the Transportation Environmental Study Report (TESR).
  • County Road 41 Overpass – The Ministry completed the Highway 401 Interchange Improvements at County Road 41 Preliminary Design and Class Environmental Assessment Study (GWP 4459-04-00) in 2019 which considered an ultimate 6-lane cross-section. The Transportation Environmental Study Report (TESR) that documented that process will be used as the basis for updating the design to accommodate an 8-lane cross-section.
